Amel Association International is seeking a qualified Protection Needs Assessment (PNA) / Protection Monitor to join its team in Tyre.

The Protection Monitor will support UNHCR Protection Needs Assessments by collecting reliable and ethical data on protection risks, needs, and access to services. The role includes field observations, household interviews, key informant interviews, focus group discussions, and the safe referral of urgent protection cases.

📍 Duty station: Tyre (Sour), South Lebanon
🕒 Contract: Full-time
📅 Employment period: Until the end of December 2026, renewable subject to performance and funding
💵 Salary: USD 800

Main responsibilities

  • Conduct household interviews using standardized digital or paper-based tools
  • Facilitate key informant interviews and focus group discussions
  • Document protection risks, community dynamics, and barriers to accessing services
  • Ensure informed consent, confidentiality, and ethical data collection
  • Safely identify and refer people facing protection risks
  • Flag urgent and high-risk cases to the supervisor and case-management team
  • Provide communities with basic information about available services
  • Engage with households, community leaders, municipalities, and other key informants
  • Gather community feedback and promote accountability to affected populations
  • Review collected data for completeness and accuracy
  • Report emerging protection trends, serious incidents, and access constraints
  • Follow security procedures, safeguarding policies, and humanitarian standards

Required qualifications

  • Bachelor’s degree in Social Sciences, Law, International Relations, Humanitarian Studies, or a related field—or equivalent relevant experience
  • One to two years of experience in protection monitoring, humanitarian assessments, or community-based protection
  • Experience in refugee, internally displaced person, or emergency settings
  • Experience conducting interviews and using Kobo or similar mobile data-collection tools is preferred
  • Understanding of protection principles, do-no-harm, Child Protection, GBV, and vulnerability criteria
  • Strong interviewing, communication, organization, and time-management skills
  • Ability to address sensitive topics with empathy and professionalism
  • Ability to work independently in the field
  • Fluency in Arabic and English
