It also denounces the announcement of the establishment of a new military position in the eastern mountain range without specifying its location. The organization further condemns the persistence of daily violations, including shelling, sniper attacks, and repeated incursions by drones and military aircraft into Lebanese airspace, in addition to widespread and systematic destruction and the demolition of homes, particularly in border villages. This is compounded by land clearing operations using civilian equipment, as well as the breaking, demolition, and bulldozing of houses.<\/p>\n<p data-start=\"930\" data-end=\"1567\">The organization affirms that these acts constitute serious violations of international humanitarian law, particularly the rules of the 1949 Geneva Conventions, which require parties to a conflict to adhere to the principles of distinction between civilians and combatants, proportionality in the use of force, and the obligation to take precautions to avoid harm to civilians. International humanitarian law also prohibits the destruction of civilian property or targeting it except in cases of imperative military necessity, a condition that is not met in instances of widespread and systematic destruction of homes and infrastructure.<\/p>\n<p data-start=\"1569\" data-end=\"1911\">These violations also constitute a clear breach of international human rights law, which continues to apply during armed conflict, including the right to life, the right to adequate housing, and the right to personal security. The continued shelling, killings, and forced displacement deprive civilians of their most basic fundamental rights.<\/p>\n<p data-start=\"1913\" data-end=\"2317\">Amel Association International notes that the pattern of these violations, if proven to be widespread or systematic, may amount to war crimes, including the intentional targeting of civilians and civilian objects and the unjustified destruction of property. They may also constitute crimes against humanity if committed as part of a widespread or systematic attack directed against a civilian population.<\/p>\n<p data-start=\"2319\" data-end=\"2372\"><strong data-start=\"2319\" data-end=\"2372\">Calls for accountability and international action<\/strong><\/p>\n<p data-start=\"2374\" data-end=\"2490\">In line with its mandate to defend human rights, Amel Association International calls on the Lebanese government to:<\/p>\n<p data-start=\"2492\" data-end=\"2778\">Immediately accede to the Rome Statute of the International Criminal Court, thereby strengthening mechanisms for accountability for war crimes and crimes against humanity. Pending accession, the government should accept the Court\u2019s jurisdiction pursuant to Article 12(3) of the Statute.<\/p>\n<p data-start=\"2780\" data-end=\"3214\">Urgently seek the convening of a special session of the Human Rights Council to address the widespread violations of human rights and international humanitarian law affecting the Lebanese population, which have resulted in the killing and injury of thousands of civilians, the extensive destruction of civilian infrastructure, the displacement of approximately one million people, and the flow of refugees fleeing intense bombardment.<\/p>\n<p data-start=\"3216\" data-end=\"3664\">Advocate for the establishment of an independent and impartial international commission of inquiry, adequately resourced, to investigate all alleged human rights violations, breaches of international humanitarian law, and crimes under international law committed by all parties in Lebanon since 7 October 2023.
